Overview

Background of the Programme

The Department of Meteorology was started in the early 1970’s with the core mandate of developing human capacity in meteorology as well as applications of meteorology in the water, agriculture, energy and transportation sectors. In the thematic area of water, the Postgraduate Diploma (PGD) in Operational Hydrology program was developed.

This programme is within the Earth Sciences field (No. 0532), of the Physical Sciences category, of the natural sciences, mathematics and statistics broad category of the International Standard Classification of Education (ISCED) Fields of Education and Training of 2013 (ISCED-F 2013) categorization.

 

1.2 Philosophy of the Programme

Water is one of the most important resources on Earth that we cannot live without. It is also a finite resource that needs to be managed sustainably since there is convincing evidence that the current patterns of water use cannot be sustained in many parts of the world. Increasing population, industrial development, and agricultural extension services are gradually stressing the quality and quantity of the available water resources. Given the significance of water and sanitation in the socio-economic development, the need for skilled personnel in rational management of water resources based on a thorough understanding of the hydrologic processes cannot be overemphasized.

The achievement of better access to clean water, sanitation services, water utilization and management services create good opportunities for the people and enhance economic growth of a nation. Prudent management of water resources brings more certainty and efficiency in productivity across various sectors of the economy and contributes to the general health of a nation. The programme is designed to be conducted over a period of one calendar year and aims at improving the understanding of hydrologic processes and the influence of human activities in the exploitation of water resources.

The running of the programme will be guided by the need to connect and inspire the Kenyan citizenry and international community to provide leadership and stewardship and to give hope and faith to the Kenyan and international society that it can excel in the field of water resources with passion, moral responsibility and a strong sense of patriotism in line with the University of Nairobi Philosophy.

1.3 Rationale of the Programme

The level of availability of water in a nation drives the socio-economic development. Clear understanding and expert knowledge of the hydrologic processes and therefore availability of water is critical in the operational management of a nation’s water resources. Besides, natural disasters such as floods and droughts are functions of the hydrologic processes. 

This programme has been developed on a competency-based approach so that the student should be able to acquire knowledge and skills in Operational Hydrology. The science of hydrology is a highly specialized field that requires a unique training approach. The PGD in operational hydrology programme is intended to train experts that can monitor and analyse current water information as well as provide expected water information for economic planning and development, and for safeguarding life and property through flood and drought early warning.

The PGD in operational hydrology programme has been revised to conform to the WMO guidelines embracing new developments and emerging knowledge in the science of hydrology. This programme is particularly relevant and applicable in view of the Kenya Vision 2030 development blueprint, the UN Sustainable Development Goals and the UN framework for Climate Change Convention.

In the course of reviewing this program, the following stakeholders, among others were actively involved; Kenya Meteorological Services (KMS), IGAD-Climate Prediction Application Centre (ICPAC), Water Resources Management Authority (WRMA), National Irrigation Board (NIB). All the stakeholders were in agreement that the reviewed program is in line with the market demand.

1.4 Goal of the Programme

The Postgraduate Diploma in Operational Hydrology programme aims to equip students with skills, knowledge and competencies in the science of hydrology and its various applications. It targets first degree holders interested in pursuing hydrology as a profession.

1.5 Expected Learning Outcomes

At the end of the Programme, the learner should be able to:

  1. Record and use hydrological data appropriately;
  2. Explain the processes of the hydrological cycle in a watershed and communicate hydrological information to end users in water services and conservation; 
  3. Model hydrological systems and predict hydrological information in a watershed that meets the needs of specialized users and for decision support;
  4. Explain the principles of planning, design and responsible use of surface water resource systems and the environment;
  5. Design policies targetting the responsible use of hydrological information.
  1. The programme comprises a total of 14 course units and a research project. 8 units are core courses and 6 are elective courses.
  2. The candidate shall be required to take 8 core courses, at least 2 elective courses and a research project which is equivalent to 2 course units.
  3. The programme shall carry a minimum of 450 instructional hours.
  4. The course shall be offered through lectures, coursework, seminars, tutorials, field trips, and a research project.
  5. The continuous assessment shall comprise tests, assignments, practical sessions, and term papers.
  6. Candidates shall be required to take a minimum of 3 course units and a maximum of 5 course units in a semester.
  7. Candidates shall be expected to attend at least two thirds of the total time scheduled for each unit lecture to be eligible for examinations in that unit.

Minimum Admission Requirements

The general admission requirements for Postgraduate Diploma in the School of Physical Sciences shall apply.

  1. A holder of a first degree from the University of Nairobi or its equivalent  from a university  recognized by the University of Nairobi Senate in the following, or equivalent: Mathematics and Physics, Physics and Chemistry, Applied Mathematics, Geography, Geology, Mathematics, Agricultural Engineering, Civil Engineering, Mechanical Engineering, Computer Science, Mining and Geophysics.

 

3.2 Credit Transfer and Exemptions

A candidate shall be allowed to apply for transfer of credits or seek exemption of up to one third of the course units subject to the following conditions:

    1. The candidate seeking transfer of credits or exemption must have attended and passed in similar course units at the Postgraduate Diploma level in another institution recognized by the University of Nairobi Senate.
    2. Credit transfers in case of exchange students shall be applicable only to specific memoranda of understanding or agreements signed in advance between the University of Nairobi and the collaborating Universities/Institutions for joint programmes.
    3. A student seeking transfer of credits or exemption shall make a request in writing, on admission, addressed through the Dean of the School of Physical Sciences, to the Director of the Board of Postgraduate Studies. The request must be accompanied by officially endorsed supporting documents including the institution’s relevant course content.
    4. Applications for transfer of credit or exemption shall be considered only after an applicant has paid the requisite fees.

Grades for transferred courses shall be entered in the candidates’ transcripts while the exempted courses shall be entered as ‘exempt’.

Exam Regulations

The examinations shall be governed by the general regulations for the Postgraduate Diploma in the School of Physical Sciences and on approval by Senate.

 

7.1       Written Examinations

  1. The program shall be examined through continuous assessment and end-of-semester examinations.
  2. End of semester examinations shall consist of a two-hour written paper in each course unit taken.
  3. Continuous assessment shall comprise written assignments, tests, term papers, seminars and practical sessions where applicable.
  4. The written end-of-semester examination shall account for 70% and the coursework 30% of the final marks for each taught course unit, respectively.
  5. The pass mark for each course shall be 50%.
  6. A candidate who fails in up to four course units may, upon the recommendation of the School Academic Board and approval by the Senate, sit for supplementary examinations, provided that the examination mark shall count without consideration of the coursework mark previously obtained.
  7. A candidate who fails in more than four course units, or fails any supplementary examination, or fails to complete the prescribed courses within the prescribed time, shall be discontinued.
  8. A candidate who, for good cause, fails to sit or complete an end-of-semester examination may be allowed to take a special examination. The results of such a special examination shall be treated like that of a normal examination rather than a supplementary examination.
  9. The University of Nairobi examination policy shall apply. All the university examinations shall be moderated at two levels: Internally, by academic members of staff in the Department, and Externally, by the external examiner.
  10. A candidate who engages in examination malpractices shall face disciplinary action.

Research Project Assessment

  1. A candidate shall undertake an approved research project (SMR 550) under the supervision of one or more members of staff.
  2. The research project report, which must be original, shall account for two (2) course units.
  3. The examination for the research project paper shall consist of an examiner’s report marked out of 80% and an oral presentation marked out of 20%.
  4. Candidates must obtain a pass mark of 50% in the research project.
  5. The research project and the plagiarism test certificate shall be submitted for examination two weeks before the start of the end year written examination and shall be examined by the supervisor and one other academic member of staff who shall mark it out of 80%.
  6. The candidate shall in addition be examined orally by a Departmental Board of Examiners chaired by the Chairman of the Department, or his appointee, and comprising at least three members of teaching staff who shall mark the candidate’s project out of 20% for the total marks for the research project
  7. A candidate must pass in both the written project (50% of 80) and oral examination (50% of 20)
  8. A candidate who fails the research project paper will be required to re-submit a revised project for re-examination only once and within 3 months.
  9. A candidate who fails a re-submitted project by scoring below 50% of the total marks, or fails to re-submit the project within 3 months after the date of last project examination shall be discontinued.

 

7.3      Moderation of Examinations

  1. The end of semester examinations shall be moderated at two levels: Internal and external moderations.
  2. Internal moderation shall be carried out from within the Department by a Departmental Moderation Committee. Internal moderators will provide their comments and suggestions in a special internal moderation form; these comments and suggestions shall be the basis for the action of the internal examiner.
  3. The draft examination papers shall be forwarded to the external examiner for external moderation. The external examiner’s comments and suggestions, if any, shall be considered by the internal examiner.

 

8.0       GRADUATION REQUIREMENTS         

8.1       Postgraduate Diploma Award

8.1.1 Upon successful completion of the prescribed course, the final award shall be Postgraduate Diploma in Operational Hydrology (PGD Op Hydro).

8.1.2 The School of Physical Sciences shall withdraw or recall any award found to have been obtained fraudulently or in any other manner other than what is provided for in the programme.

 

8.2      Classification of Postgraduate Diploma

The award of Postgraduate Diploma in Operational Hydrology based on average marks obtained in the whole examination shall be graded as follows:
